For Russian SEO the structure of the language is the problem as the endings are key and Yandex being a Russian language have and still do it better than google. Yandex uses an algorithm which tries to mimic what human assessors think of web pages.
So the goal posts can move quite dramatically as these assessors work on a typical set that is adapted by the machine learning programs and depending who is doing the assessing their views can change on what they want from a web page. It decides what people are looking for on a machine learning perspective and then the algorithm produces the results. This is the opposite of how Google works.
What you need to rank on Yandex is:
It has to look good
Handle the Russian language well
Lots of quality inbound links which can be paid which they publicly say they count
Predict what Russian human assessors this is great content.
The last tip is going to become more important in the future for all SEO. So it would be a good idea to get a group of assessors together and ask them what they would like to see from your content
